This will be the last year that 24 will be televised, and this is the final episode this year. This episode of 24 begins at the UN press conference. Russian President Yuri Suvarov (Nick Jameson) is speaking, President Allison Taylor (Cherry Jones) and Dalia Hassan (Necar Zadegan) are right behind him. Dalia walks away before being polite and Suvarov realizes she knows about his involvement in her husband’s murder. He confronts Taylor about it, but their conversation is cut short by a phone call for Suvarov. It’s Ex-President Charles Logan (Gregory Itzin) to tell him he needs to come to his office immediately. As Logan tries to convince him to come, Jack Bauer (Kiefer Sutherland) listens and keeps his sniper rifle aimed at his head. Logan talks to Jack as Chloe O’Brian (Mary Lynn Rajskub) wakes up, handcuffed to a railing on the floor of the room Jack is in.
Cole Ortiz (Freddie Prinze Jr.) has waited the 20 minutes and calls Chloe, who doesn’t answer. Cole sends men to the building and floor where Jack is. Agents start rushing into the building. Chloe pleads with Jack not to kill Suvarov – to allow her to disseminate the evidence. Suvarov gets to Logan’s office. Jack gets Suvarov in his scope, but Chloe is getting to him. As Suvarov tries to get Logan to talk to him, Jack stands down. Jack makes Chloe promise to do exactly what he says – she agrees. Jack gives Chloe the data card and makes her shoot him – so she can get out of the building without being searched. The agents rush in as Jack hits the floor – they call for medics.
Cole calls Chloe and she tells him to wait at the command center and make sure that Arlo Glass (John Boyd) is ready to distribute the recording she has. Chloe heads back to command. Jason Pillar (Reed Diamond) was found in his SUV and has told an agent to detain Chloe for questioning. Chloe tries to get by, but can’t. She’s escorted back to the room where Jack is being treated.
Logan calls Pillar and tells him Jack has the recording of he and Suvarov. Pillar needs to find it. Pillar gets to the room and checks the recorder for the recording data – but it’s not there. Pillar has Chloe empty her pockets. He then searches her and finds nothing – Chloe leaves the room. As she walks to the elevator she checks to be sure the card is still hidden in her phone.
Pillar asks the medics if Jack can go to CTU instead of the hospital. The medic says sure, Jack was shot in the perfect place – no organ or artery damage. Pillar realizes Chloe must have hidden the memory chip and starts to chase after her. Jack calls to him. Thinking Jack is going to tell him where the chip is, Pillar goes to Jack and leans over to hear him. Jack grabs him around the neck and then bites him hard, ripping his ear off. Pillar tells the agents to find Chloe.
Chloe gets to command and prepares to send the data to Arlo for dissemination. Pillars’ men rush in and pull the card before it’s finished uploading. Pillar tells the agents to take the card to Logan and Chloe and Cole to CTU lockdown.
Logan takes the chip to Taylor and tells her it’s over. Logan tells her Jack must be killed – and that he’s put a plan in motion. Taylor puts the chip into her computer and starts to play it. It’s Jack on camera making his last comments. Taylor watches with tears in her eyes. Taylor is called to the signing of the agreement.
Logan and Pillar go to Logan’s office to have a drink and celebrate.
Suvarov signs the peace agreement. After a long pause, Dalia signs the peace agreement. Taylor is about to sign but stops, and goes and hands Dalia the special pen Omar had gifted her saying she cannot accept it. Taylor goes to the podium and says she’s been complicit in crimes, and the peace process is now ended. Taylor hurridly leaves and tells Head of Homeland Security, Tim Woods (Frank John Hughes) to warn jack’s transport group that he is going to be attacked. Jack crawls out from the back of an overturned ambulance. He looks up and sees 3 men dressed in tac gear and masks. Woods tells Taylor they were too late – Jack has been taken.
Logan and Pillar hear the news on TV. Taylor calls Logan, but he doesn’t answer. Pillar finally answers the phone and Logan hits him from behind knocking him out. Logan takes Pillar’s pistol and shoots him in the back of the head. Taylor and her people get to Logan’s room, just before he shoots himself in the head.
Taylor tells Woods to have Chloe and Cole released and to use every means to locate Jack. Woods had already done that. Chloe and Arlo pull up archive footage of the place where Jack was taken from the ambulance. They locate the van and track it to a parking area near a building. Chloe sends NYPD, but they’re too far to get to Jack in time.
Jack is pulled from the van and walked under an outdoor stairway. Jack is put on his knees, but he jumps up and runs into his intended killer. Just as the man is about to shoot Jack in the head he gets a call from Taylor. Taylor tells the man to stand down and put Jack on the phone. Taylor and Jack have a touching conversation. She tells Jack to leave the country and hide. The Russian will be after him, and so will the Americans. She hangs up the phone. Chloe, Cole and Arlo watch and listen to the entire thing via the drones.
Jack calls Chloe and makes her promise to protect his daughter and her family. The Chloe and Jack have a touching conversation. Chloe cries and tells Arlo to bring the drones back. Jack, covered in blood from being beaten, stabbed and shot runs away. The final scene is from a drone looking closely at Jack’s face as he slightly smiles for Chloe.
